Stop defrauding the public with your newspaper's "Hero Cop" marketing crap, which is designed to garner support for outrageous Police and other Law Enforcement salaries, and ridiculous budgets.

Dear Steven,

I was wondering if you could investigate as to whether or not your publication is receiving payments, maybe even cash, from our local Police Departments and other Law enforcement agencies in exchange for the relentless "Hero Cop" Stories.

Before Columnist Gordon Dillow embedded in Iraq and was converted to an Angry advocate of Killing, he would have agreed with this letter that I'm writing today. I realize that Gordon has suffered some very personal losses in recent years, and I'm sympathetic, it's just that I would like to see the old Gordon Dillow return, as he once was, a Champion of the People, and the Taxpayer, standing-up for right over wrong.

In today's local section of your newspaper there are six (6) count 'em, stories about Police and or Law Enforcement, but I will focus on what I consider to be the most egregious "fraud".

"Tops Among Cops" says the headline, a story touting how Orange County Sheriff's Department Lt. Steve Bernardi has single handedly and oh so Heroically made Mission Viejo the Safest city on the Planet.

Excuse me while I vomit!

Your publication has become a vehicle for these so-called "Hero Cops" and Police Departments to defraud citizens and taxpayers, and here's why.

The F.B.I. regularly publishes crime statistics and even names what could be the safest city based on crime statistics "and more importantly - demographics", but here's the part that never seems to get reported by your publication, or by the "Hero Cop Braggers".

The F.B.I. regularly issues along with the crime statistics a list of factors which likely will result in a particular city being deemed safer, and on that list which can be found at my website, the Police are at the very bottom of reasons for low crime areas, at the top of list is demographics, such as affluence, and the age of the population, street layout and other reasons, which have absolutely nothing to do with Police, or so-called "Hero Cops".

The F.B.I. is careful not to name the so-called "Hero Cops" as the reason for a low crime rate, and is even careful not to hype the fact that a particular city is safer, for one very simple reason, they don't want people to neglect personal safety precautions based on the fact that a certain city popped-up in a statistical report, as seemingly the safest place on the whole damn planet.

The Mayor of Irvine, Beth Krom and her cronies are also committing a fraud upon citizens and taxpayers by stating that the reason that Irvine is listed as one of the "Safest Cities" is that a full half of the City's entire annual budget is spent on the Police department, and by the way, the salaries for Irvine Cops are also listed at my website, and the bottom-end for Cop salaries is over $120,000.00 a year, and they go all the way up to the chief who earns $350,000.00 a year, give or take a few benefits here and there; these numbers may actually be outdated, and astoundingly low.

Again, excuse me while I Puke large chunks!

So here's my offer to your newspaper and others in our area, and cities and Law Enforcement agencies who brag about how wonderfully safe their city is, stop the fraud and the phony "Hero Cop" crap, or I'm going to get a law firm to start filing class action lawsuits against your newspaper and the Law Enforcement agencies and maybe even the Mayor of Irvine personally, for deceiving the public about their personal safety.

There are plenty of victims, folks who have and likely will let their guard down with respect to their personal safety, and hence become the victim of a robbery, assault, or a homicide, all because some idiot like your reporter or Krom, told them that Mission Viejo or Irvine is the "Safest of the Safe".

More Vomit!

The truth is, our Police Departments are crammed with Pathological Liars, and twisted and sadistic killers, monsters, who think it's cute or funny to TASER someone, maybe even a 15 year old Autistic boy, as was the case recently in North Tustin.

So much for "Hero Cops", I'm Heaving-up big chunks again!

Remember, many people just read the headline; "Sheriff's Lieutenant honored for making Mission Viejo nation's safest", that headline is a fraud, and a dangerous deception, and guilty are the people who perpetuate the "Hero Cop" Crap, which unless I receive a response from your newspaper otherwise, includes you.

If all of the above isn't bad enough, now we're paying FAT cops who couldn't control their eating habits, to stand around in line while I'm pickin'-up-the-tab, at a Lindora Weight loss Clinic. There is a mental illness / emotional component to obesity, and because of this, these cops should no longer be employable in law enforcement, or be carrying a weapon, and should be fired forthwith.

I've already sent a warning to Lindora to stop using public resources to promote their business enterprise using my tax dollars, and since the California Attorney General receives a copy of all of my emails, I'm assuming that his office has formally warned them to cease as well.

Remember the column when you wrote years ago, that it seemed unfair that every time a Firefighter or Cop Dies, even if it's from a heart attack at home or in the hospital because they were FAT and lazy, there's a great big funeral, with sometimes thousands of firefighters and cops, all of them probably on overtime, on my time, waving flags and cryin', boo whoo, well, remember when you wrote "why don't we give such funerals to Real Estate agents, or janitors, or gardeners, when they die, and what about the rest of us"?

District Attorney Tony Rackauckas - you and the Criminal Cops and Sheriff's deputies that you protect - are like a festering pus-filled boil - an open-sore, on the backs of the people, which never heals.


Dear District Attorney Tony Rackauckas,

Are you ill, do you have Alzheimer's disease, are you suffering from dementia, or Mad Cow disease, because what comes out of your mouth, indicates that you are not thinking clearly, and are confused, maybe even delusional, perhaps you need to step aside.

I suggest that you seek medical attention.

When I read in the Orange County Register that you said; - "Sheriff's Deputies and Jail workers were doing as little as possible and still collecting a paycheck" - "although no criminal behavior was taking place"  I reminded myself of what a putrid lying and covering-up piece of crap, and poor excuse for a human being you and our Law enforcement employees are.

For the last ten years I've read mostly in the newspaper of horrific events, beatings, rapes, killings, torture, occurring in the Orange County Jail, and all of it on your watch.

When people are Beaten, Tasered, Tortured to Death, not fed, not provided with medical care, all of this in the shadow of public employees, public servants, that "is" criminal behavior, Mr. Rackauckas.

You and the despicable pieces of crap which call themselves hero Cops, and this includes our Police, Sheriff's Department and your Agency, are a disgusting, lying, corrupt, cheating, and covering-up bunch of sadistic monsters, who in a perfect world, would all be Tortured, Beaten, Raped and Tasered, in a violent, rage-filled revolt, of both Jail inmates, and taxpayers.

With this letter, I'm calling upon every resource I know of, and every State and Federal Law enforcement agency, which includes our California Attorney General, to take you and our sadistic and putrid Cops, to task, once and for all.

Our former California Attorney General, came the closest I've seen, to a Law abiding and enforcing entity, to putting you in the very same Jail, which is where I would take great delight in hearing about or reading about your horrific, painful, humanly degrading, and permanent demise.

Hopefully this information will be helpful.

Also, it might be prudent to conduct training with everyone who uses the Fuel Depot at Irvine City Hall.

It would really be painful, for at least one of your Officers that I know of, ifsomebody other than a Terrorist, blows-us-up, while fueling their Police vehicle.

Then, I suggest adding the same safety markings and warnings that are on Consumer Gas Pumps,  in fact, they might be required at any refueling point.

As a licensed private pilot, I'm perhaps more aware of Safety deficits, than others might be.

David Maggard, Chief of Police - Irvine California

Dear David,

Again, I was appalled by the folks who were arrogantly parking in our Fire Lanes today at City Hall, including Matt, a Captain with the Orange County Fire Authority!

One of your Police Officers was talking on his cell phone, while refueling his Patrol Vehicle, at the Gas pumps, I asked him if he was aware of the Danger involved in having the drivers door open, or the cell phone in operation, while fueling a Vehicle. This subject has been addressed in Television news reports, and I'll bet, if you asked a 5th grader, they'd know better. A static electricity discharge caused by either, can cause an explosion.

There wasn't any signage, warning about such possibilities at the Gas Depot either.

I was approached by at least 6-8 of you uniformed Police Officers while talking Photographs of the City Hall Campus, and the Gas Pump area, looking for appropriate Fire Lane and other safety markings.

When I asked one of them, why they had time to bother me, because at Harvard and Barranca roads, the Traffic Signals were on Flash, and traffic control was needed, he said that he was more concerned about making sure that I wasn't a terrorist.

Sadly, I had to inform him that he was more likely to be killed by an Asteroid, thana terrorist. I didn't have the heart to tell him that, if he wasn't able to distinguish the difference between me, and a terrorist threat, the citizens of Irvine are in Big Trouble.

Our Mayor Beth Krom forgot to mention that Irvine has been again noted as the Safest City, "unless you're at City Hall".

I will be contacting Chip Prather of the Orange County Fire Authority about launchinga Public Service Campaign about Fire Lanes.

Similar to the "Watch the Water Campaign", or a "Child Can Drown without a Sound", maybe we can say, "Park in Red - and Somebody's Dead".

The OCFA can amend the State Code to suit certain conditions in a locale, but, I'm sure they wouldn't want to be caught manipulating the Fire Code, as Matt mentioned to me once, to allow Fire Trucks and Police Vehicles to Park in the Fire Lanes, just because it's convenient.

Chip I'm sure, would ask Matt to find another job, if that's his perception of Fire Safety,and the Prevention of lost lives.

That kind of arrogance, we don't need, and won't tolerate.

Although, not marked as Fire Lanes, the Red Curbs at City Hall, according to the City's Website, are indeed, Fire Lanes, and should further be labeled "NO PARKING FIRE LANE", to be consistent with the California Vehicle Code, and the State of California Fire Code, and then the Website should be updated.

Great to see you and everyone today, at our City Hall!

Let's work together and make City Hall and the rest of Irvine safer!

Police Patrol Vehicles - Emergency Code Responses and excessive speed when safety risk to the Public is not warranted.


Gentlemen,

Although I did not have time to follow-up with Photos, Video or even specific details, about a week ago or so, I noticed a Tustin Police Low Profile [Pursuit Vehicle] quickly turn on the overhead lights and bring the speed of the vehicle up to about 60 MPH - and blast through an intersection around the Tustin Marketplace.

The vehicle was driven by an officer who has either a shaved head or is simply balding - [looks like a gang member], and I have seen him before around town.

Again, I have no official evidence to support this memo as an official complaint, but, I would like for you to take the time and issue a formal memo to all of our Police Department Employees, regarding when an Emergency Response is appropriate, represents an acceptable risk to the Public, and is consistent with Tustin Police Department Policy, and if no such policy exists, we will create one.

Frankly, I do not see the need for this type of vehicle at the Tustin Police Department, and in my opinion, It just presents temptation to the officers to Horse-Around, and possibly exhibit excessive speed, jeopardizing Public Safety, and creating unnecessary Financial Liability to the Taxpayers in the City of Tustin.

This behavior, by-the-way, has landed more than one Citizen Individual in Jail, and I will take this opportunity to remind everyone, that even Police Officers are subject to following and obeying traffic and other safety laws, there is no exception or exemption to this.

My advice, sell the Black Dodge Charger or whatever brand it is, and remove the unnecessary temptation for our Police Officers, who are constantly bemoaning the Dangers of Street Racing, from breaking the law themselves.

I will also take this opportunity to issue my opinion on Police Departments who are still using Motorcycles for Patrol, Motorcycles have killed more Police Officers statistically than any other single cause, and yet here we are in 2007, still using a vehicle which I predict will eventually be outlawed for use on Public Roadways.

Accidents involving Police Officers on Motorcycles, generally result in such a dramatic degree of Head Trauma, that a fatality, would actually be more desirable, and result in not only less suffering for the Police Officer, but would also be more cost effective for the Taxpayer - who always - picks-up-the-tab.

Unfortunately, Public Safety Departments, who continue to utilize unsafe methods of Patrol - are sending the wrong message, sometimes tragically wrong, to Citizens, and especially our Children.

We need our Police Department and City Employees setting a good example, not a flawed one.

Please advise and follow-up with me on this issue ASAP.

I couldn't help but notice that the City of Santa Ana has hired a Consultant to survey residents as to how much more they are willing to be robbed by City Officials and Employees; to repair roads that citizens have already paid to have repaired.

Already paid, yes - already paid, City Officials and Employees have Embezzled the money, and that's why the roads haven't been fixed.

How did they Embezzle the Money you ask, well, that's easy, you just appoint yourself and all of the City Employees Big Fat Salaries, and Big Fat Pensions, and other Big Fat Benefits, and even other goodies and perks, that no one in Private Industry ever heard of.

Then - there's No Money Left to Fix the Roads - what a bummer - guess we'll have to raise taxes.

Oh yes, did I forget to mention that they'll try and scare you into the new taxes, by saying that we need to "get tough on the gangs", and other crimes, so we really need the money for more Police - Lions and Tigers and Gangs - Oh MY - That'll Scare 'Em - Real Good.

911 and Emergency Dispatcher Attitude and Public Safety Risk from same on May 25th.

Gentlemen,


Sadly on Friday the 25th of May, I needed to alert the Police Department Dispatch to a potential Safety Hazard to Motorists, as the contractors working at Eastbound El Camino Real and West and East Streets, had again closed an entire traffic lane eastbound, with no significant reason for doing so.

Perhaps the bigger threat to Public Safety on this day however was, the attitude of the Police Department Dispatcher who answered my 911 phone call, please roll the tape for verification of this woman's identity.

Although I agree to disagree with her opinion of the need for me to call using the 911 system - to report a Traffic Safety Problem - more folks are killed by Incompetent or Slipshod Private Contractors in charge of rerouting traffic at a construction zone - and lack of attention to traffic management - than are killed in armed robberies each year - check the statistics - and this serves as my protocol for using the 911 system to report such hazards, including significant sinkholes and potholes.

This woman not only has a very sour attitude about the simple task of answering the 911 line - she also hung-up the phone on me in mid-sentence.

This attitude and potential threat to Public Safety, will not be allowed to hinder our 911 system in serving motorists and other potential victims of crimes, some of whom it appears might be Victims of City Hall and the Police Department itself - with this memo, I must demand that this woman be terminated from our employment arrangement with her, for good cause, and to commence immediately.

Any lesser action, will cause me to take this matter all the way to the Governor's office if need be, in effort to protect the Safety of the Public and the integrity of our 911 emergency response system, from this woman's, apparent dissatisfaction with her Employment arrangement.

Please advise and follow-up with me on this issue ASAP.

Yeah well, while you're at it - check the rest of Red Hill both North and South of Mac Arthur, and you might want to step outside your plush digs at City Hall and take a look at the condition of the streets right there at Harvard and Main, in front of your own office, and this is certainly not to mention all of the neglect.

You can also see which City Employees are Parking in the Red Fire Lanes at the same time!

Now that you're Paycheck is Pimped, how about Pimping the Roads at and near the intersection of Red Hill and Macarthur streets, which is on the border of Costa Mesa and Santa Ana, the signs are Brown so I assume it's Irvine's jurisdiction and responsibility.

I happened to be driving that area this weekend and noticed that the streets are Crumbling Right Underneath Vehicle Tires as they Drive, also, the Safety Markings are worn-off.

This lack of attention to detail in City Management does not reflect well on you or your associates and certainly the elected officials of the City of Irvine.

So, to drop formality, let's get-off-of-our-fat-asses and get the job done for a change, you can get your manicure and hair color later.

Remember, these street maintenance issues are not just about aesthetics and beauty, it's a Public Safety issue as well, so get-on-it, today.

Here's an Idea - ask the consultants to find-out if you have enough Police Officers to stop angry Citizens and Residents from storming City Hall, and setting-it-on-fire...

I couldn't help but notice on the front page of the OC Register, that, your City Streets, seem to have the same problem we have in Irvine and Tustin, only even worse.

I also noticed that you're hiring a consultant to poll residents to see how much more they are willing to be defrauded and gouged by City Hall, because after all, they've already paid for street maintenance, just like we have.

Here's an Idea - (keep in mind that I never advocate ,denounce, or condone violent behavior), why not ask the consultants to find-out if you have enough
Police Officers to stop angry Citizens and Residents from storming City Hall, and setting-it-on-fire, after figuring-out, that their biggest problem, is City Hall.

Because just like in Irvine, the Officials and Employees of City Hall in Santa Ana have embezzled the money which was supposed to be used for Streets, and other infrastructure.

Now remember, you won't be able to rely on the National Guard these days, because our Born-Again and Delusional, Religious Extremist, Leader of the Christian Taliban, AKA George W. Bush, has them busy already, getting their arms, asses and legs blown-off, in the current Christian Crusades, over in Iraq, (The Muslims will Win and then they'll Hate Me Too - Thanks!).

So, make sure the consultants take that into consideration - by-the-way, my money would be on the angry residents, about 351,000 to about 1500, total city employees or so, give or take a few here and there, I'm not perfect.

Also, on an up-note, just be glad you're not the Mayor of Los Angeles, because every time a TV Camera is in front of him, the very first question is about Potholes, and when they're going to be fixed.

Dear Sonya,

I was delighted to see you at City Hall last week towards the end of the Great Park Board Meeting, as you already know, I am fond of you and your reporting and writing for the newspapers.

However, when I asked you what the TV News trucks were there for, you replied that you thought they were there for the retirement of Officer Smith from the Irvine Police Department, a significant affair, no doubt.

As Gordon Dillow at the OC Register used to bemoan, it's a good thing that the Taxpayers don't have to pay for retirement parties, parades, awards, speeches, testimonials, certificates and funerals - for Real Estate Agents when they die - and are proclaimed an unsung Hero, and in this Real Estate Market, it may very well be - a very good thing.

Also - you mentioned that you were disappointed to see them, as City Hall had promised
you and exclusive on that story, and promised not to alert any other news media.

This in and of itself, Sonya, is not a really big deal, but when you look at me in puzzlement, over my perennial remarks about the corruption at Irvine City Hall, you should re-familiarize yourself with what corruption really is.

I can do that in brief right now by stating that, when City Hall, gives you or someone else "an exclusive", they expect something in return for it, at the very least, a favor.

The Irvine World News, under the direction of Editor Don Dennis for many, many, years, who in the past has been considered an insider at the Irvine Police Department, and expressed his delight with the department, and is considered a VIP so-to-speak, and as far as I know, has been through the "Citizens Police Academy" in Irvine, and "tends to defend it" - is indebted to the City of Irvine and the Police Department - just like you are, and not objective, anymore.

This Sonya, is why on my website - I refer to your paper as being - The "City of Irvine" World News.

Because - nary a negative story - about the dealings of City Officials, Employees, and Police Officers, appears in your publications.

Someone needs to tell the Mayor, Beth Krom, that when she gives a "Marketing Pitch" for the "Overpriced Horny and Dangerous Cops", she's causing folks to let-their-guard-down, about their own personal-safety-in-Irvine.

What's going to happen is, someone is going to get hurt or killed while being robbed in Irvine, and they're going to sue us, and state that because Beth Krom said that Irvine was a safe place and city - because of the Irvine Police Department, [LOL], they let their guard down, and got robbed and assaulted, or killed, or even Raped, Molested and Ejaculated on.

The Attorneys will have a heyday with this, because it is as stated on my website false advertising and marketing Fraud, municipal or private, it will make no difference, in the Courts, when someone has been injured or killed, or Ejaculated on.

Then us Taxpayers are gonna have to shell-out-again, just like the Half Million in cash and Half Million in Court Costs that our 9/11 Hero - David Alex Park, cost us, because he couldn't keep his Penis inside his Uniform Pants, and he went around Stalking Women and then Ejaculating on them.

Dear Mike,

As you already know, the Security Staff at the University Center Shopping Plaza, (4299 Campus Drive) already uses infrared, closed circuit TV, and maybe even Unmanned Camera Drone Aircraft, to catch Students parking, and then walking over to the UCI Campus.

Everyone agrees that this kind of student parking isn't fair to the merchants, who need those parking spots for customers, like me.

Today I engaged a member of the Security Staff, a very nice young lady, and asked that she advise a Sysco Foods of Los Angeles Delivery Driver, who regularly parks in
the NO Parking Red Fire Lane, near Diedrich's, for as much as a half-hour at a time, making his product deliveries, not to do so, anymore.

This full-size delivery vehicle complete with a fork-lift ramp, blocks a full entire traffic lane, (the only traffic lane) and as a bonus, blocks access to not one, but two Disabled Persons Parking Spaces, all at the same time, thus violating every conceivable principal of courtesy, and several California Vehicle Code Laws, as well.

He is quick to complain that he has nowhere else to park while making his deliveries, and while he may have a good point, there are better ways to work around that problem.

One does not need to be a professional retail parking lot planner, to figure-out that, the designs at many if not all of your properties, were made with the intention of Maximizing Profits, with little consideration given to handling a mix of Delivery Vehicles and Shopping Center Patrons, nowhere is this more painfully realized, than the Park Place Center at Michelson and Jamboree, although, I realize that this property, is managed and may have been planned or (not planned), by another Company.

Hence, please assist me in encouraging your Security Personnel, at all of your properties to be vigilant in Policing the Parking Lots for (all) violations, which may be a hindrance to Public Safety, not just the Student Violators, who might actually be the most polite, and disadvantaged, out of the whole group of us.

In the meantime, the Irvine Company may want to consider retrofitting their Shopping Centers, so as to be more practical, user friendly, and safe.

[URGENT PUBLIC SAFETY RELATED MESSAGE] Fire Truck Parked in Fire Lane While Grocery Shopping / Urgent Sink-Hole Traffic Safety Report

Happy New Year!

I just now (about an hour ago) had to advise and warn a Firefighter who had his Fire Truck parked in the Fire Lane at the Ralphs Grocery Store at Harvard and Main Streets in Irvine.

The only emergency was his Grocery Shopping, apparently it was urgent.

So, I gave him my card and asked him to contact either you or Chief Chip Prather about why we don't tolerate these kinds of serious violations in our city.

Perhaps he could use some education about what a Fire Lane is for, and the Authority that I have as a Citizen to assist with enforcing the law, at the same time.

On another note, and I am copying City Manager Sean Joyce and Sgt. Jeff Blair of the Tustin Police Department in case it's their jurisdiction, there is a nasty sink-hole / pothole at northbound Jamboree in the far left lane, just prior to Tustin Ranch Plaza Drive, (by the Ralphs Grocery Plaza) this one is (large enough and deep enough), to be an (immediate traffic safety issue).

So, whoever is in receipt of this message and also aware of the correct jurisdiction for the pothole safety issue, please have your public works / streets department take care of this right away, (urgently please).

I just finished reporting the sinkhole from Jan 2nd, again, this time via the 911 system, so it's at least on the tape.

This sinkhole if inspected by a Motorcycle Traffic Police Officer, would be cause for closing-off this part of the road immediately.

If hit by the front wheel of a Motorcycle, the Motorcycle would possibly launch the rider into the air, creating not only a spectacle, but the potential for serious injury or even death.

(Evel Knievell would pass on this one!)

I reported it directly to the Tustin PD, but as you are very aware, alerts on your Police Net Red channel are regularly broadcast for Motor Officers even for the slightest amount of grease or radiator coolant, or other potential hazards which can be specific to Motorcycles.

So, hopefully our Public Safety Experts over at the Tustin PD, will do the right thing, for our Motor Officers and for the rest of us, who pay the bills.

If my Automobile Suspension has been damaged, I can guarantee you that I will file a claim for damages with the responsible City, or even the County, if it turns out to be theirs.

Police Vehicles Parking in Red Fire Zones - Cell Phone Calls While Driving - Police Department Policy

Dear Dave,

Last night at the Holiday Reception I had a chance to speak to the
Orange County California Fire Chief, Chip Prather, a friendly person.

He agrees with me one-hundred-percent, as stated in the California
Vehicle Code, No-Parking-Red-Fire-Lane-Curbs, WERE NOT, intended to be a
convenient place for Police Cars, Fire Trucks, and even Private Armored
Cars, or anyone else, to park.

Instead, just like the rest of us, these vehicles should, without
exception, park in a regular marked parking spot, and keep, as the
terminology implies, the FIRE LANE, OPEN.

I suggested that now might be a good time for a memo to personnel, who
weren't bright enough to figure this out, on their own.

We'll address the talking-on-a-cell-phone issue after the holidays, but
be forewarned, the Chief agrees with me on this issue as well, and hence
the reason for the recent legislation prohibiting such activity, and
yes, even Police Officers and Firefighters need to comply with, and obey
the laws.

Happy Holidays!


Wow, today was an exciting day at the Ralphs Supermarket at Harvard and Main Streets, where I have lunch, a couple of times a week.

There apparently was a 211 Purse Snatch, which occurred in or around the Bakery area of the store - a woman was apparently robbed of her purse - right while shopping inside the store.

I know this because when I arrived at the Ralphs Store for lunch, there were at least two marked patrol cars, apparently there to complete the paperwork relating to the crime.

This however, reminded me to bring to your attention - a couple of other issues.

I noticed that both of the marked police cars were parked on Red Fire Lane Curbs, for at least about a half-hour, or perhaps a little longer. The Armored Car service that handles this Ralphs store, also has a bad habit of parking in the Red Fire Lane Zone. This parking practice is probably not a very good idea, because, should there actually be - a Fire or other Emergency, the Emergency Vehicles might not be able to get through, and provide First Responder services, as expected and perhaps, urgently needed.

Also, as long as I have your attention, I've noticed that your Patrol Personnel are in the habit of talking-on-a-cell-phone - while driving their vehicle. This is as you know, currently the subject of much controversy, as it has been determined that,
talking-on-a-cell-phone-while-driving, significantly increases the chances for an accident. Since you and your personnel are in the Business of Public Safety, it would seem that, except in a life-or-death Emergency situation, talking-on-a-cell-phone-while-driving - would be prohibited. One might also be curious as to what the nature of the cell phone calls might be, Police Business or Personal phone calls.

It pains me to mention these things also in the context of the Woman who was accidentally hit-by-a-stray-bullet, fired by one or more of your Detectives in Woodbridge recently, but all of these incidents, add-up. In my opinion, a significant number of your personnel, have demonstrated that, either they have not received sufficient training, or, are just plain not exercising good judgment, the kind of good judgment that Citizens like me, and others, have a right to expect - from People in the "Business of Public Safety.

Any personnel determined to be "Not Interested" in exercising good judgment, may wish to seek employment, elsewhere.

I know that you too will be concerned, by the things that I have brought to your attention in this email, and will move to correct safety issues, at once, and throughout your Police Department.

Please let me know, how I might be of further assistance, promoting Public Safety in Irvine California.

As you know this particular safety concern has been attributed to a Private Property owner, at least, in part.

However, I took a closer look at the roads while driving in the last few days, and have noticed considerable dilapidation of City of Irvine Streets and Safety Markings, and Signage, etc.

Just last night and again this morning, Jamboree road northbound from Alton, and Red Hill Avenue southbound at Alton, also the area surrounding the UCI Campus, e.g., Bridge at Campus Drive.

In many areas I have noted that the streets are frankly crumbling, and the Safety Striping and lane markers have in some cases, completely worn away, not all, if any of these areas I'm mentioning, are Private Property Roads.

So, it's time to be proactive and get going on rehabilitating Irvine City Streets, in the interest of safety and aesthetics.

Sean Joyce is always quick to maintain that there aren't any significant street maintenance problems in Irvine, so, I invite you, Sean, the Chief of Police and any members of the News Media, and the City Council, who are in receipt of this letter, to go for a little Inspection Drive, throughout the City.

Keep in mind that, your own Finance Commission Chairperson, has previously reprimanded the Council, in Open Session, about the state of disrepair, of our City of Irvine Roads.

Just let me know in advance when you are ready for our City Street Inspection and Road test!

I once again had to traverse the same route, only this time in darkness, and found that none of the striping, either crosswalks or lane dividers, are visible, especially at night.

We would all be speaking today with a different tone, had a pedestrian already been struck by a vehicle in this poorly maintained Irvine intersection, which in my opinion, is unsafe for pedestrians, especially being close to a College Campus and an apartment community.

So, in the interest of Public Safety, whether the street is the City of Irvine's responsibility, or possibly on private property, the time to take action, and prevent possible injury or loss-of-life, is right now.

With this memo I am following-up on a telephone call I just completed to your Police Department Dispatch, via the 911 system.

At or near the intersection of Cornell and Stanford, near the UCI Campus, there is no Crosswalk Marking or Vehicle Lane Markings, it appears that the markings are completely worn-off.

This represents a serious hazard to Pedestrians attempting to cross at this intersection, and we certainly do not need another Fatal Traffic incident, or even a less serious accident, in our fair City.

I am counting on you and other city employees to make Emergency arrangements Today, Right Now, to remedy this Pedestrian Safety Issue.

When I say the voters should throw you all out, I am serious but, to some extent facetious, if I were to be supportive of any of you, it has been and will be you and Steven Choi, as long as he doesn't fall asleep at the council meetings, or give-in to the Tax and Spend Trio, (Krom, Agran, and Kang), all of you will need to take a stand, and that means on everything that is mentioned at my website, "buying catering with public funds" , and all of it. I also support John Duong for Mayor, since I'm not ready to run, until 2008, and Bill Mavity for City Council.

Irvine hospital worker accidentally shot by police
She was hit by a stray bullet fired by an officer chasing a man after a bank robbery.

IRVINE- A hospital X-ray technician was accidentally shot by police this morning as officers chased a bank robbery suspect on foot through the parking lot of a Wells Fargo bank, police said.

The technician, who works for Hoag Health Center's Woodbridge clinic, was inside the clinic when a stray bullet hit her in the upper back, according to eyewitness accounts.

She was being treated at a nearby hospital, said Lt. Rick Handfield of the Irvine Police Department.

The man suspected of robbing the bank was subsequently shot in the hand as he attempted to flee the scene and was taken into custody.

The chase began at about 11:20 a.m. at the Wells Fargo at Barranca Parkway and Creek Road. Police responded to reports of a man who had just robbed the bank and was wielding a knife.

Officers approached the man as he exited the bank. The man began running through the parking lot, which is shared by the Wells Fargo and the Hoag clinic.

Police fired at the man, and one of the bullets entered the clinic and hit the X-ray technician.

After being shot in the hand, the man was arrested and taken to a local hospital for treatment.

Top college police placed on leave

Investigation involve the chief and his deputy at Irvine Valley campus.

IRVINE - Both of the top police officers at Irvine Valley College have been sent home on paid leave and their computers seized, pending an investigation into unspecified allegations, officials confirmed Friday.

The reason for the probe was not disclosed. College President Glenn Roquemore said he could not discuss the case.

"I hope it will be a speedy process and the matter will be resolved," Roquemore said.

Reached at their homes, Police Chief Owen Kreza and his deputy police chief, Dennis W. Duncan, both said they did not know why they were placed on leave.

"I can't give you any information, because I don't have any," Kreza said. "I'm at a total loss."

His deputy chief, Duncan, who retired from a long career as a sheriff's deputy before coming to work at IVC, said he had not been contacted by any investigator since he was sent home a week ago Monday.

"I was told not to say anything," Duncan, 52, said. "Anyone, at any time, can make an allegation. My conscience is clear."

The deputy police chief at Saddleback College, James Pyle, is temporarily filling in as the top officer. He declined to comment.

The matter is administrative, not criminal, and outside law enforcement has not been contacted, said Tracy Daly, spokeswoman for the South Orange County Community College District, which operates the college.

Kreza, 59, was hired by the college in 2001, after retiring from the Irvine Police Department and later working for UC Irvine and Concordia University and running his own executive protection agency.

College officials would not disclose his salary or Duncan's except to say that Kreza's pay range was $75,072 to $112,609 and Duncan's was $67,565 to $101,237. Neither man had a contract, spokeswoman Daly said.

Kreza told the Irvine World News in 2001 that he had provided security to country music stars, business moguls and the family of the Sultan of Brunei.

On Friday, Kreza Professional Services remained listed on the Findlaw.com Web site as a consulting company for legal investigations based in Foothill Ranch.

In September 1993, the Los Angeles Times reported that Kreza was among five Irvine Police Department officers facing internal discipline.

City officials would not specify the reason for the discipline, except to say it stemmed from a internal investigation into a lawsuit by female officers alleging that some Irvine cops belonged to a "Code Four Club" into which male officers were inducted after having sex in the back of a patrol car while on duty.

After the investigation, city officials said they found no evidence of such a club, but announced they would discipline five officers for unspecified offenses discovered during the probe, none of which were criminal.

On Friday, Kreza said vehemently that he'd "had nothing to do with that Code Four Club" and that it was not related to his 1993 suspension by the city police department.

"My suspension was related to secondary employment," Kreza said. "I had applied for secondary employment. It was a mess."

Kreza is on the board of directors of the Exchange Club of Irvine, which has as its credo, in part, that members should "consecrate my best energies to the uplifting of Social, Religious, Political and Business ideals (and to) honor and respect the law."

Dear Sean,

I originally stopped-by City Hall for a casual chat with Council-member Christina Shea and or Council-member Steven Choi, both were booked-up with appointments.

I did not intend to monopolize your time, by catching you in the hallway, but since I will be stopping-by City Hall more often, not just on Council Meeting Days, it was nice to chat with you today.

As you know, I have concerns about several issues within the City's Sphere of responsibility, properly maintained and safe streets, and a Police Department with big problems of the past, are just two areas, inappropriate use of Public Monies, we can get to, at a later date.

You said "we don't currently have any problems with the Police Department", as you know, and as I pointed-out, that's what everybody thought when David Park was an Irvine Police Officer, and I'll bet that's what the LAPD thought until the name Anthony Pelicano starting appearing in the Headlines. Of course, who could forget, Charles S. Brobeck, our former Chief of Police.

As I mentioned to Chief David Maggard in my memo, we need to be proactive about these issues this time, instead of waiting, and then playing the Damage Control Game, and having to pay-out a half-a-million dollars, here and there, to put fires out, and having to apologize to the Victims, and to the Public.

So, let's get headed in the right direction this time, and reevaluate all of our Police Department Employees, with regard to background checks, character, behavior, personnel files, and any and all part-time jobs that they may hold, which may present unacceptable conflicts of interest.

I know Lt. Jeff Love is retired now, but you said that, as though, that issue is now out-of-sight, and, out-of-mind, when in fact, he was probably working for AHS at the same time he was working for the Taxpayers, and again, I'll mention that this was not, and will not be ok, in the future.

I look forward to your cooperation and sensitivity about these and other issues that I will be bringing to your attention in the near future.

Let's work together, to reduce the already heavy burden on the Citizens, Residents, and, Irvine Taxpayers like myself, who happen to live just slightly outside the City Limits, but, contribute in significant ways to both the General Fund, and by Volunteering their time at City Hall, and in the community.

Just today, I was able to call a plumbing problem, to the attention of the Maintenance Department, and of course, I heard about the Gigantic Flood, which included the records department, of all places, for a flood.

I look forward to seeing you again soon, and thank you for your kind and responsive assistance with the street safety issues, I have recently reported.

Thank you for the invitation to your open house this month, I will call and let you know which day I will be dropping-by.

I spoke with Mike Le Blanc of the Irvine Company, just last night while attending a City Council Meeting, we agreed that we would put our heads together on possible solutions for assisting your organization.

I know this sounds vague, but, this assistance is going to require some liaison between Mike, myself, and some folks at the City of Irvine, who frankly, are charged with the responsibility of assisting organizations like yours, with or without any legitimate desire, to assist you.

I mentioned to Mike that because your group might not shop at Nordstrom's, like the folks at the City no doubt do, and can afford to, at the expense of the taxpayer, there may have been some foot-dragging, with regard to assistance for your organization.

Given the budget, income, or funds necessary, just about everybody would enjoy shopping at Nordstrom's, myself included.

That is to say that, assistance for organizations like yours, especially one which provides assistance to persons who are profoundly disabled, by organizations like the City of Irvine, should in no way be predicated on similarities, in social, or economic, orientations.

The City of Irvine operates not unlike a Country Club, seeing to it that all of their buddies and other cronies are taken care of first and foremost, which simply stated means that, your organization, is at the bottom of their list.

Mike and I will work together in communicating with the City of Irvine on your behalf, and in looking into other possible private funding assistance for your organization.

I will also be attending an open house at the offices of Senator Tom Harman, on October 12th, our representative in the California Legislature, and will copy this letter to his office, in hopes that he might be able to offer some assistance or advice, as well.

In the meantime, please continue to do your best for all of those in our community, who require just a little extra consideration, and should have, no trouble obtaining it.

This is taxpayers money you're spending, the City of Irvine is not a private Corporation, like Verizon, with an advertising and marketing budget, this crap is Fraud, Big-Time.

Yes I met Rex and his Guide Dog Francis today at Ralphs Supermarket while having lunch, Rex was unfortunately a couple of dollars short for his lunch tab at Ralph's (an astute employee at Ralph's and I made everything work ok), it was our pleasure.

I'm on the run at this moment, but I feel it is shameful, the limited resources, the Community of Irvine has given to your center for people with disabilities, some as profound as loss of hearing or sight, as in Rex's case, he gave his vision to his Country, serving in the Marine Corps.

I will be personally contacting the entire Irvine City Council and Mayor Krom, along with a couple of executives that I know from the Irvine Company,
who have a reputation for helping out, within our community.

I'm including a letter that you wrote me at my website Save Irvine .com,
and although my website might not be flattering to the folks who work at Irvine City Hall, it might be just what the Doctor ordered, to get them off-their-butts, and actually begin assisting folks like you and yours.

I'll be back in-touch in a couple of days, hopefully with some encouraging news, regarding financial assistance, I also can't believe that somewhere in the Great City of Irvine, there isn't some Office Space and a Color Printer which can be donated, so that you folks don't have to operate out of a Self-Storage Facility, which in my opinion, is Shameful, at best.

I'm good for the Color Printer if need be, and my budget isn't anything to brag about either.

Save Irvine .com

You met one of our volunteers Rex Spencer today and you've told him
that you'd help us get a new office and a color printer. That is so
gracious of you.

We've had to deal with hostile management, cracks on the floor that
threatens our ability to serve our clients with limited vision.

The management has strained our fundraising capabilities by limiting
the use of the office, limiting the use of the bathroom, and limiting
the use of our office at night times especially when I get called in
like 2 am to provide emergency housing and assistance to victims of
domestic violence.

The management doesn't have a clue how valuable our services are to the community and we've had to suffer enormously. They made it very difficult for us to conduct our sign classes in the classroom which eats into our revenue. They also made it extremely difficult for us to run our domestic violence hotline which caused us to lose a grant.

In fact they actually thought that Rex was living at the office when they kept seeing him on the property in the late hours and the early morning hours.

We now have to spend over 70% of our time at the office fundraising
because of the difficulties we've faced. We'd rather spend the time
helping the deaf, the blind, the deaf-blind, and the disabled get
better opportunities to live safer, healthier, and better chances to
prove themselves capable of contributing to society.

Dear Save Irvine .com,

I agree with the perspective of corruption in the city of Irvine.

I was hoping for a website like yours to pop up because I've tried for 5 yrs already to get money for the deaf center I run in the city of Irvine.

They allocate from the Community Development Block grant of almost $2 million a year a measly $250,000 for community programs and a whopping $1.7 million for administrative costs.

I find this to be the most outrageous form of distribution of HUD funds. The money was supposed to be for helping the community organizations like ours serve the community but it's actually helping the employees of the city of Irvine keep their mansions and their 5 car garages full. And this repeats on every year.

I bring this up to Choi and he says the grant program is 'highly competitive'... blah.... blah... I have the letter.

Count me as a volunteer in this mission to clean up the mess in Irvine.

This one is an Ovoid sinkhole approximately 1-2 feet long.

It is located at or near Eastbound Michelson Drive about 200 feet prior to Harvard.

I'm uncertain as to the safety impact to motorists of this one, as for now, it is smaller than some others I have reported.

Thanks for writing me at Save Irvine .com!

As you may know the Orange County Grand Jury is Investigating several aspects of Irvine City Government.

Most notably, the Business of the Great Park.

But, as you know, where there's smoke, there is usually a Fire, so don't be surprised to read that other areas are being investigated as well.

As you have read at my website and other places, it is the opinion of many, that the City of Irvine Government and all of it's employees, with their Fortune-Five-Hundred-Salaries, operates solely, for the purpose of furthering and advancing the size of the organization, and the Financial advancement of City Employees, Consultants, and Officials.

This is being done at the expense of the Taxpayer and our Schools, and in many cases, in complete disregard for the Law.

I have had more than one Attorney look into Federally Funded Programs, being administered by the City of Irvine and or, by one of their handsomely paid Consultants, I have also asked the Grand Jury to investigate as well.

Below I have included my two Favorite examples of how the News Media and Citizens of Irvine, are also suspicious of the activity, keeping in mind that Journalistic Standards, prevent them from giving much in the way of opinions.

I invite you to join with me, at least in the support of, reforming practices which are clearly not in the best interest of our Community.

I have also included contact information for the Orange County Grand Jury, I can assure you that they are quite willing to read any memo that you may fax to them, as well as examine any data or other evidence that you might be able to provide.

I have also included the website address of an Organization which is dedicated to maintaining and securing Open and Honest Government in California and elsewhere, please feel free to visit them and ask for assistance, the founder is a Prominent Public Interest Attorney, and has available, many resources.

Regarding my for-the-record comments today about Potholes and Street Maintenance Problems.

You should know that, prior to considering funding the operation of the
(so called) "Free" Great Park Orange Passenger Balloon, being gifted by Lennar Development Corporation, (out of the General Fund), we must and will attend to proper and Mandated Street Maintenance and Safety Considerations.

Sorry, but I'll have no choice but to, hold-your-feet-to-the-fire, on this and other upcoming issues.

If need be, as you are aware, Taxpayers could ask a Law Firm, to seek Court Supervised and ordered, mandated maintenance, for our streets.

Your off-the-cuff remarks that the City of Irvine doesn't have any street problems, like your remarks that the Police Department doesn't have any problems, presents you, as being either, out-of-touch, or not interested.

Sean Joyce, City Manager, Irvine

Dear Sean,

I originally stopped-by City Hall for a casual chat with Council-member Christina Shea and or Council-member Steven Choi, both were booked-up with appointments.

I did not intend to monopolize your time, by catching you in the hallway, but since I will be stopping-by City Hall more often, not just on Council Meeting Days, it was nice to chat with you today.

As you know, I have concerns about several issues within the City's Sphere of responsibility, properly maintained and safe streets, and a Police Department with big problems of the past, are just two areas, inappropriate use of Public Monies, we can get to, at a later date.

You said "we don't currently have any problems with the Police Department", as you know, and as I pointed-out, that's what everybody thought when David Park was an Irvine Police Officer, and I'll bet that's what the LAPD thought until the name Anthony Pelicano starting appearing in the Headlines. Of course, who could forget, Charles S. Brobeck, our former Chief of Police.

As I mentioned to Chief David Maggard in my memo, we need to be proactive about these issues this time, instead of waiting, and then playing the Damage Control Game, and having to pay-out a half-a-million dollars, here and there, to put fires out, and having to apologize to the Victims, and to the Public.

So, let's get headed in the right direction this time, and reevaluate all of our Police Department Employees, with regard to background checks, character, behavior, personnel files, and any and all part-time jobs that they may hold, which may present unacceptable conflicts of interest.

I know Lt. Jeff Love is retired now, but you said that, as though, that issue is now out-of-sight, and, out-of-mind, when in fact, he was probably working for AHS at the same time he was working for the Taxpayers, and again, I'll mention that this was not, and will not be ok, in the future.

I look forward to your cooperation and sensitivity about these and other issues that I will be bringing to your attention in the near future.

Let's work together, to reduce the already heavy burden on the Citizens, Residents, and, Irvine Taxpayers like myself, who happen to live just slightly outside the City Limits, but, contribute in significant ways to both the General Fund, and by Volunteering their time at City Hall, and in the community.

Just today, I was able to call a plumbing problem, to the attention of the Maintenance Department, and of course, I heard about the Gigantic Flood, which included the records department, of all places, for a flood.

I look forward to seeing you again soon, and thank you for your kind and responsive assistance with the street safety issues, I have recently reported.

David L. Maggard - Chief of Police - Irvine California

Dear David,

Thank you for taking the time to speak to me personally yesterday at City Hall.

I am relieved to hear that Lt. Jeff Love retired from the Irvine Police Department, possibly just days ago, and that his employment with AHS is not in conflict, or no longer in conflict, with his employment arrangement with the taxpayers of Irvine California.

As you know, per our discussion, I raised concerns about Lt. Jeff Love and any other Irvine Police Department and or City of Irvine Employee, who might have other conflicting employment, or even affiliations, with Private Organizations.

As you can see on their website, "American Homeland Solutions" is "Touting" being "tapped-in to Police Department and other Public Resources", even if only implied, which of course, is completely unacceptable.

It doesn't require much brilliance to conclude that at some point, Lt. Love was in fact employed by both the City of Irvine Police Department and AHS, because on the website, AHS is "Touting" that very fact.

Because you are relatively new to the City of Irvine, I have, cut-you-some-slack, so-to-speak, in the recent past, but, that courtesy, like all good deals, eventually has to come to an end, and I will have to, hold-your-feet-to-the-fire, from now on, so-to-speak.

Most are familiar with the Irvine Police department's Abuses of the past, and because of that reputation, I have designated myself to be the Irvine Police Department "Citizen Watchdog", for the community of Orange County, California.

It would be my desire to further investigate Mr. Love's recent Employment Duality, and conduct an audit of our Confidential Police and City Databases, examining the types of inquiries and the purpose of the inquiries, not just made by Lt. Jeff Love, but inquiries being made by others as well.

This concern comes just a Anthony Pellicano, and the LAPD are about to face multiple Felony Indictments for misusing these resources, among other offences.

I will also request that a fresh look be given to all of our Police Department Employees, with regard to background checks, and Alternate Employment commitments, which may present an intolerable conflict with their City Jobs.

Painfully, I am informed that just next month, David Park, a former Irvine Police Department Employee, will be facing criminal charges in the courts, beginning in the middle of August, any plea agreement not withstanding.

Also, I will be forwarding a copy of this correspondence to our California Attorney General's Office, and the California Bureau of Investigations, with regard to the Private Company, AHS, "American Homeland Solutions", and a review of the legality of their activities, and seemingly close relationships, with some of our Law Enforcement Agencies.

As always, David, you may expect from me, the utmost attention to courtesy, respect and appreciation of your fine efforts at the, "New and Improved Irvine Police Department".

Dear David,

I was conducting an Internet Search the other day and stumbled onto what appears to be, Police Department Lt. Jeff Love's other Job.

Because of the potential for tapping-into Irvine Police Department Confidential Databases for Private Use, and other reasons, I see Lt. Love's Employment with AHS - American Homeland Solutions - as a serious conflict of interest.

Although I respect the fact that Lt. Love would assure us that this conflict would never present itself, I must ask that you and the City of Irvine begin an immediate investigation, with the intention of remedying any outside employment situations, at the City, especially for our Police Department Employees, which could present serious conflicts of interest, and liabilities for taxpayers.

With all due respect, we don't need another "Anthony Pellicano" scandal occurring in Irvine, or anywhere else.

I believe that an Audit of confidential Police Department Database Accesses, and the specific purpose for the access, will go a long way in reassuring the Public that, there has not already been, compromises.

Please let me know of any way in which I may assist you in your efforts.
